If it's a steam boiler, there shouldn't be any water or not enough to worry about. If it's a water boiler ,the radiator should be full of water. Most boilers have some type of valve on the line above the floor.The ones that I have worked on are old & the valves won't seal all the way off when closed, that's why I say to be carefull because you could get burned if the unit isn't shut down & the valve doesn't close off all the way.
