It sounds like the OP has the same issue we do -- a steep gravel driveway, lots of leaves, and a ditch on one or both sides. The leaves blow into the ditch and collect there. Then when it rains they wash down the ditch until they catch on a stick or rock, and collect into piles. Gravel that finds its way into the ditch collects on the leaves, and forms a solid dam. When it gets high enough the water runs into the road and cuts the gravel, making serious ruts.
