Ok it is real hard to tell by the pic's they are very blurry, But it seems that you could dig out, around the outside a bit, Take 2x8 or 2x 10 what ever the current beams are, Attach them to the old beams run them inside the building a bit and make sure you get into solid wood, then add a support going to the floor attach it where the new floor joist/bean ends and put it under both the new and the old. Does this make sense to you? It is easy to do but hard to explain.

I have better pics, the problem is there really isn't much to hang on at the foundation

Post better pic's and post some outside shots, You may need to dig out a bit, may need to shure up the foundation from the outside or the inside, maybe widen it a touch, it is very hard to tell from those photos, Try and post some shots of the overall building and some not so zoomed in.

I am recommending you hire it out as I am only explaining how I would do it. I have quite a bit of expierence, but I am not going to be responsible for your injuries. I highly recommend getting expierenced help as you can seriously hurt / kill yourself doing it wrong. It can be done, but it isn't going to be quick. A couple of days anyway. If you insist in trying it yourself, get someone knowledgable in construction to help as parts will be dangerous if done incorrectly.Yes, that is a disclaimer.
1) build a temporary beam under the floor joists back away from the wall several feet and support using jack posts. Jack the floor up level.
2) You can cut back a little, the ends that will intefere with the new sill beam.
3)Build a replacement sill beam out of pressure treated lumber.
4)Sister in 2 x ? pressure treated floor joists so that they run from the sill beam back at least 6-8' beyond the rot into the good parts of the joist.
5) Attach the joists to the sill beam using joist hangers and galvanized screws. Screw in the sister joist to the old joist using the same long screws.
6) Move the support beam back away from the wall, and under the sistered portion of the floor to give more support.
7) Either dig the dirt away from the outside wall of the barn or put up gutters as the water dripping onto the wall is what caused the problem to start with.

That is what I was trying to say, you seem to explain it a bit better then I, and yes if you are not good with building/repairing things, I do suggest you at least consult with someone so they can see it in person, We are only looking at Pictures and the shots you think we should see.

No biggie Joe, we're on the same team! Your absolutely correct, they need someone to inspect it in person to evaluate the foundation and structure. The building could have other major structural problems that aren't in the pics.
