the kawaski FD 620 D engine in my JD 425 will not increase the rpm and the governor arm does not move when running, When not running pushing the throttle forward causes the governor arm to move which it should do when running, I have made all adjustments I can think of and it does not solve the problem...?????

Welcome to TBN. Is there a history with this or has it been sitting? The governor would typically rest at wide open throttle, then pull back as it runs. To me that indicates something binding- such as the throttle shaft itself. So are you manipulating the shaft itself or the linkage?
