Just take a look at the manufactuers recommendations, they give you an idea of what HP you might want to consider for the tractor HP you have. Many just give a range of tractor HP and not necessarily PTO HP. Your point is very valid though, if you live back East, you might want to stay within those guidelines, out West, the grasses tend to be much drier and in all likelyhood, cut a bit easier. You will have to be the judge of just how difficult your conditions are. how frequently you cut, flat vs hills, frequency of blade sharpening, type of vegetation being cut, all can play a part of the decision, etc.

I have a FirstChoice 84" RFM on my TC35D. Basically I'd say that it works very well. My land is pretty flat so I can't comment on climbing hills with it but otherwise there seems to be plenty of power. You just have to use the mower the right way. As long as you keep up with your mowing (say grass below 10") it works just fine. My tractor barely feels it.

Also, I regularly mow without the loader attached (and no front weights). The tractor does not seem light in the front at all. The FirstChoice seems to be a good unit. I think it is every bit as good as more familiar brands.
