Rim advice

I need a 12x28 spin out rim which is very expensive.( no my old one cannot be repaired)
Is there a mor inexpensive way of replacing it with a clamp on?

You may want to look at the rims used by Kubota & others on their utility tractors. The "M" series rims. They are not spin out rims. However, by changing the location of the inner "hub" to the outer rim - I can get eight varying widths.
