Use DOM (Drawn Over Mandrel) tubing. Tack up the welds attached to your dipper. After welding, the pins won't fit any more. Valve grinding compound, (an abrasive paste) on the pin with lots of manual effort, and/or a die grinder to dress the tubing to fit the pin. If you can tolerate some level of looseness you can dress the pin to fit the bushings. If you have lathe access, put replaceable bushings in the tubing.

Are the pins 25mm? If so you can weld up 1" ID DOM bushings, using a 1" bolt to keep things straight. The 25mm pins will then fit without reaming etc. See pic. Not super high precision but good enough for what I do.

As loose as the bucket fits I don't think there will be any difficulty. Slop is betw 1/8 & 1/4 its pretty horrendous.
