3-Point Hitch Rockshaft control lever sensitivity problem

This is probably a noob question. I just acquired an older JD 770. The rockshaft control lever only seems to do anything (raise/lower the 3PH) in the 6 to 8 range. Is there an adjustment for this or is it a repair issue?

Also the adjustable depth stop appears frozen. It is all the way down at 1 and I'm unable to get it to move. I'm assuming you rotate it to loosen it, slide it to the position you want then tighten it back down. Any ideas there?
