I recently got a JDEERE 260 grooming mower or, I guess you could call it a rotary mower, for my Kubota B7610. There is a sticker on the mower deck that says run it at 2000 RPM. Should I set my PTO at 540 or 920?

I'm not sure it will work very well on either one. There's a reason the sticker says 2000rpm. Try it at 920 and hope I guess.

Most equipment for the TPH is to run at 540 pto.
My YM2000 2200 engine rpm = 540 pto rpm, in 1st gear on the pto shifter. Check the MFG instructions for your mower/cutter.
High speeds on the pto are generally used for pumps, spreaders, ect...
