RTV Toe in adjustment? Aybody done it?

The book calls for The toe in to be adjusted at 100 hours mine has not been I have 149 on my machine and as I mentioned in a previous post the tires were wearing twice as fast on the front as the back so I rotated them, just wondered if I needed to adjust toe in and is it something an average owner could do, I am no mechanic.
