I have a Rubbermaid lawn cart that is 8 yrs old or so but in good shape. they currently cost about 250 new.

Problem is that the metal wheel rims are rusting and tires will not hold air. rust is in about the place water would pool up at the lip of the rim. Looking on the internet, Rubbermaid replacement is $32 to $45. Seems as if there should be a cheaper way to do this. Tires are still good. Tires are Kenda 4.80/4.00-8 and wheel has a 1 inch bore.

Any ideas?

Maybe call a local bicycle shop to see if they can help. Also have seen some discussion on using expansion foam to fill all sorts of different tires- although it doesn't cushion the ride as well.

exact same situation as first question...have older Rubbermaid trailer that needs wheels replaced.

Take a look at Harbor Freight. They have a good assortment of wheels that should work for you.
