OH jeez Tom,
Those roads are 10 times worse than mine in the rainy season! Even if he got a chance to get started BEFORE the rain, he'd have to finish and get out of there before it started or he'd be stuck until Spring.

We just completed long water line 900+ feet from the road to a new home. The house elevation is approximately 70' less than the Water Authority storage tank, and 700' above the road. We used 3/4 pvc and a booster pump at the house to give consistant 50 psi. We were told that going to a larger line would not benefit us on flow.
The electric was a different story, because of the distance we had to have primary service and a transformer brought up to within 300' of the house. The cost and effort to run underground service was going to run several thousand dollars. So, we opted to use overhead (no charge) and run underground from the pole to the house. Because of the 300 distance, we ended up with a 400 amp meter base (200 for house 200 for shop). When dealing with electricity, distance is a factor to be considered.
