Boeshield, LPS3, Fluid Film, and Krown's (Canada's #1 rustproofer) T40 in a spray can all work well for rust prevention, and for slowing corrosion.

You have some Fabrication to do, but for surface rust, I Absolutely Love Rustoleums Rust Reformer. It's in a small white rectangle bottle. I grind down to metal, then apply several coats and then paint. Did an old ford 2-N, that had NO paint on it, 20 yrs ago. The new paint is faded, it sits out, but, the rust that was coated, has not returned....AWESOME Product.
