I agree with sand blast at least or Build New. I had a similar situation and building new was less time consuming with all things considered. Good Luck.

About 4 years ago I repaired and coated an old tractor gas tank with Bill Hirsch tank sealer. Haven't had any problem, and I use ethanol gas.

I've been using citric acid to remove rust lately. It works real well if you're a little patient. There are videos on YouTube about it.

The red stuff is what we used on old heavy equipment. Better operators then equipment fixers. Stuff worked where we tried it. Kept the diesel where it was put.
