SA424 Hours of Use Meter

Does anyone know how the hour meter works on the SA424? The manual makes a vague statement about engine speed, but gives no explanation.

Does the meter simply count how many hours the engine has run? Does PTO usage makes a difference? Does RPM matter?

Any clarification would be much appreciated.
