Most homes have a single egress to the second floor. Most often a stairway. If that pathway becomes blocked you can open a window position the escape ladder out of the window and climb down to safety.
Most often it is a very modest purchase with a great return if it is ever needed. We kept one in each upstair bedroom.

With the considerable fire load, life safety (occupied), and possible water supply issues, I would ask the Fire Department to come out and pre plan the structure. Any reputable department carries pre plan maps for high risk structures.
Responding units need water supply information in advance to efficiently establish a water supply.
I did autocad maps and pre plans for my department for many years. A good map goes a long way, particularly when it can be viewed while responding.
