If you think the fuel shutoff solenoid might be having it's current interrupted by faulty ignition switch or interlock switch than run a jumper from battery to solenoid.

That model of fuel pump has an internal filter that you may not have checked.
Grip the cap in one hand and twist it off.
It is a relatively simple pump and considered reliable and rather on the 'industrial side' but can be replaced with many after market cheaper units.
Those were often installed on military support equipment.
