satoh s650 pto problems please help

i got my s650 running good and cant figure out my pto i took off rear plate shift fork is changing gears on pto but the upper shaft is not turning i ran the tractor with the little plate off the back i can pull out the shaft about 3/4 inch but not all the way moving it in and out while its running it spins a little real slow and i can stop it by hand but the shift fork is moving freely i found pics off pto gears at satohparts.com but dont see what turns the pto shaft the top shaft and bottom shaft when in gear turn togather in opposite directions but what turns the shaft inside the rear end please help driving me crazy thanks bob
