Can anyone tell me what the hooks are for on this seat? With them facing fwd has got me. Have ask some old farm boy like me and no one knows.

They look like pivots so the seat can be tilted forward.

Was the seat on a tractor? if not, it may have been mounted on a horse drawn piece of equipment, so it may be hooks to tie the reins to??

I don't know what it is off of and the guy that gave it to me didn't know. With the hooks facing fwd I would thank it couldn't hold reins. If I remember right there was something in front of you to hang the reins on. The best thing I can come up with is off a 2 roe planter and they hold the markers for the next pass, but with the facing fwd I can't understand how it would hold them.
