When the tenant moves out, make sure the City shuts the water off at the curb stop and get documentation of your request to them. Ask for a read and disconnect to be done the day after the tenants move out. Take a read yourself also. If they decide to leave it on for their convenience or forget to do the disconnect, any water theft is on their nickel. If there is a water theft and they try to charge you, sue them in Small Claims Court...you WILL win. If they charge you a reconnect fee, one way or another, add it to the new tenants rental fees.
