By filling in with concrete do you mean after collapsing in the top they brought in a concrete truck and filled it with concrete or you mean they just collapsed in the top and left the pieces in the empty tank and then hauled in some gravel to fill in the rest? I install septic systems in Ohio and sometimes we just break the top and sides in and fill with limestone but usually not with a gravel which would hold water. They like us to try and break the bottom up so it won't hold any water. Most of the time if we can I try to dig out the old tank after crushing it in and haul it away and dump over a hill. We've never had a problem with it being called hazardous waste since the tank was pumped before crushing.

Just for the sake of answering your question...what I think they did was:

1. Pump out tank
2. Cave top in with backhoe bucket
3. Pour concrete over this and further fill with gravel OR
3 1/2. Pour gravel in and further fill with concrete

I don't remember which went in first. I also don't recall that they really tried to cave the old tank in as much as simply break the top lid of it to give them easy access to pour. This means the corners are fairly intact (or so I think... but again, I wasn't there to see it in action)

Um, yeah, well, I can't comment too much on the issue. Fortunately I didn't meet my wife until after I was out of college. You know, you have to get all those wild things out of your system. My wife has now heard so many stories of what I've done from friends and old college buddies that not too much surprises her. She knows that I had no kids before I married her and I never ever was one that gave the gift that kept on giving. ;)

Well, she was a bit surprised when she saw an old grainy VHS tape of a dare I took in college. I'll just say that the ole saying about committing suicide by jumping off a bridge must be for those who can't swim. It was only about 85' to the water, Ohio River, but it's hard to judge things well in the dark when you're drunk. Still, I'd rate the septic thing as worse. I'd gladly jump off a bridge again before flopping into an old rotted septic tank!
