Front straps are a pair of 2" strap tire baskets, should be 3300# WLL each.It could be legal, just barely, but I wouldn't trust it.
From the FMCSA handbook:
Securement requirement
Note: More tiedowns may be required to satisfy the general cargo securement requirements. The Standard states: "The sum of the working load limits from all tiedowns must be at least 50% of the weight of the cargo."
- Use at least two tiedowns at both the front and rear of the cargo to prevent movement.
- Side-to-side
- Forward and rearward
- Vertically
A 1' tie-down has a WLL from 400#-1100#. Assuming 4 tie-downs at 500# WLL (TSC cheap tie-downs - $10.99 for 4) since we can't see the front, you get 2000# total. Depending on year the car is from 3400# to 3800# curb weight.
It's very obviously at least a 3/4 ton in the picture. The 8 lug hub is a dead give away.
If it is a "quadrasteer" truck, they were available up to 3/4 ton.

They were also available in the 1/2 ton trucks, note the picture shows a hub with 6 lugs:

I had a buddy that bought one new, and the biggest problem he had was excessive tire wear on all 4 tires. Couldn't keep either axle aligned.
It could be a 3/4 ton truck, but Chevy did in fact make 1500HD trucks and they are 100% 8 lug trucks
All of the 1500HD models are 8x6.5" bolt pattern. The 1500 non HD is 6x5.5" pattern
