I always strap my flip tops shut and lay the cans on the side, full or empty. Also I strap them down while on the side. Not that I'm paranoid but I got to the transfer station once at 5 minutes to close and they wouldn't let me unload. I had some select words to say and the attendant called the highways cops to report my "unsecured" load. (Two garbage cans on their side were a few inches above the bedrail). The cop did not ticket me since I guess the attendant reports anyone he gets upset with. I now strap them for the heck of it, get there earlier and act like nothing ever happened. Not worth the fuss since strapping only takes a minute or so.

What communist country do live in that nothing can stick up over the bedrail without being tied down?

It is not the law (hence no ticket) but the attendant thinks it is. I don't need the embarrassment of getting pulled over. :D

Ok, what's the story behind that pic?

My guess it's the same kind of humor as strapping down a Tonka truck on a lowboy. Just something to make people look and scratch their heads.

I would guess that it was just hitting that wire. If you look, that is a straight run of poles, so no guy wires would be needed (other than possibly one to where the wire to the business joins and the angle looks wrong to have hit that.
My guess would be that he raised the bed, dumped the cargo, lowered it, then forgot to shut off the PTO and it slowly raised the trailer.

That is probably what is called a "messenger" it's almost as strong as a guy, but is just used to attach phone or fibers on.

Bingo! That is a more precise explanation for what I called a guy wire - even though guy wires go to ground (sometimes via a lateral pole) to stabilize the system. What I was thinking is that wire is what I have seen telephone techs lean a tall ladder against, to go up and mount a drop mid-span. So its structural, not a signal or power conductor. I never knew that its proper name is 'messenger'.

You must have worked with this stuff professionally, no?

No merit badge for knot tying for him.

On several occasions, I have seen guys pulling a flatbed trailer with sand on it at highway speeds and a stream of sand coming off the back. What guy would think this is a good idea?

Silly driver, dirt trucks get tarped. He needed to get one of those free coupon HF tarps and handful bungees.

Should be about as effective as some of the dump trucks I see around with the tattered remnants of a roll-up that barely hits the heap of dirt in the middle, streaming a trail of gravel over the tailgate bouncing to windshield height. Why should they get all the fun?
