He should have had it tied down.

Best way to not get sand blasted would be to get in front of him.
Again, if there was room/time enough to pass you, there was enough time/room to pass him.

Only if you're willing to have your vehicle sand-blasted as you are accelerating towards him to pass him. This guy hung back instead. That's not a bad choice.

I saw a nicked-up car here. The owner told me he followed the sand-spreader / snow plow truck too close in a snowstorm waiting for an opportunity to pass it. (The 'sand' is decomposed granite with all sharp edges). Oops.

A little off topic here but... last winter I was coming down Hwy 50 from Lake Tahoe to Carson City in buddy’s brand new truck during the beginning of a wicked snow storm. The wind was blowing up through the canyon and within 10 minutes the sand blasting was so bad on front and side of truck he needed new paint, lenses, windshield, and trim pieces. Don’t remember the amount but it was well into 5 figures.

Lol if they would have been in the field I would have, I was pretty happy with 12 bales (900lb) off of 6 acres with the drought we are in.

Similarly, we were in the middle of the Florida Keys [Grassy Key, just north of Marathon] on our first vacation there near the end of the 90's, when there was a very near-miss of a tornado [one had just been through about 2 weeks before, almost cancelling our vacation], and while we holed up inside, our nearly-new 1997 Silver Ford F-150 was sitting unprotected in the sandy parking lot outside, and when all the wind stopped, we had a [mostly] flat light gray pick-up, because a large part of the clear coat, and some of the metal flake had been sandblasted off, but although the glass was slightly de-glossed, it was still drive-able, except that at night, the headlight glare was horrible, so we only really drove during the day, until we got home and had it replaced.

I have seen a number of pictures like that, but I don't get it. I know the dude isn't stupid enough to think he is actually securing his load, so why is he doing it? Is it because he "thinks" it will make him legal, or are there actually states/provinces where that would technically make him legal?

Around here the law is generic enough that any uncovered or unsecured load would be up to the officer's discretion. Any officer that wants to give him a ticket for that would simply say he should have used a tarp, and give him a ticket that would definitely hold up in court if the idiot tried to contest it.
