Yes. Very tounge heavy. The pictures don't quite do it justice as it is squatting pretty low, but I literally had about 7 seconds to grab my phone and snap the pic. I could not see the strap as it all happened too fast. Looking at a blown up image, it is a chain (that's tight) and there is a front rail on the trialer that is fairly tall.
I agree with ENC that if over the axles, likely not noticable. I've seen the standard RCP delivery trucks so I don't have an issue with this horizontal configuration etc. I would consider this "wrong" as it is so tounge heavy, when it does not need to be so. I suppose one could make the agrument that this is safer with the front rail than putting over the axles and not having anything on the front side. I would say if it's going a short distance and not down the interstate at 70MPH, do as they have shown. If it's going far or at a higher speed, chain it over the axles (or balance the trailer) so that it's not so tounge heavy.
