Here's a picture I took when I was on vacation in the Oregon wine country. This fellow was thankfully unharmed, but look at what happened to his truck! When I questioned him about what went wrong, it turned out he had loaded too much weight in the back of his trailer, resulting in this horrific accident:

What load? Those look like Pallets.

and at least they look to be strapped on...

bedsides, it's not the cruising speed that counts, it's the speed and direction changes in stopping, starting and turning speeds that are the problem, at least as long as stuff is tied/strapped down tightly enough to overcome the lift generated by the [head or other] wind.

Higher speeds can actually smooth the bumps out so things don't get jarred free...
