At least he had security in mind. That is a locking pin holding the tongue in the tubing.

Only redeeming feature I see is it looks like he has teed up the smallest ball (1 7/8" I presume), so it can't be much weight that he will be towing. Why not just get a ball for $5 and bolt it directly to the same hole on the bumper? You know - what it is designed to do... With a small trailer, the bumper is rated plenty high enough for that.

Clearly, he needed more rise than the bumper hole would provide. Someone of his mindset must be very particular about the levelness of the trailer!
