As I understand it, railroad regulations are as bad or worse than highway regulations, and some little rule book says that the load will always have straps...so they put on straps. Then take a picture of it as they laugh before going back to work...

I thought it looked like the straps were put on after the gravel was loaded.

Duh. It's obvious. The straps were added after the gravel was loaded. Could not have happened any other way.

Why, we don't know, but the idea that the straps were put there to hold the sides up is beyond silly.

An explanation I found:

"The car is used to move what we call rip rap, large stones to shore up culverts and retaining walls, the straps are to secure the larger rock....they are not in use here in this photo, they are in place to keep them from coming lose and catching on wayside structures."

Straps could have been left on the car after being used to secure a load, which could be many different things. Notice in one of the photos below that there appears to be a strap attachment point inside each door.

So what do you suppose. That's a valid theory. I don't see why it's beyond silly. Another theory is they've been written a ticket for an unsecured load. But I don't think DOT has any say over railroads.
