Apparently other people thought differently, I thought it looked pretty clear to me they were added after loading.
As for adding straps to a drop side trailer with a lose load, it's not uncommon as a safety method, as you'll notice the straps are centered on each side.
If this had been a flatbed or a fixed side trailer I would says it's pretty silly, but in this case I would say it can serve a purpose.
Might be a company policy drawn from having the sides come undone during transport and subsuquent cleanup expense, we'll probably never know.
