The "Legal" aspects are often subject to interpretation...
During the Oakland Fire Storm where 3000 homes were lost and many people died I was helping friends move whatever we could... the situation dictated quick action and we relocated livestock, 5th wheels, stock trailers, etc...
The fire was coming and that was a foregone conclusion barring divine intervention...
I have never held a commercial driver's license and had no compunction or reservation driving well beyond my class moving 34,000 dump with a 15,000 pound trailer with tractor in tow... law enforcement was all over and said we had better take what we can because we would not be coming back..
My point is there are rules and then there is reality...
Kind of like an old timer I knew... he didn't have a license to drive anymore... so he went everywhere in his horse buggy... or that old guy that drove his Deere Mower 50 miles to see his dying brother...
I frequently drive antique cars for civic parades... often loaded with kids or dignitaries... right down main street past police check points... kids without seatbelts or car seats...
As the parade ended and we were leaving the route... the highway patrol directed the column to stop and the 5 year told him she was riding in a car without a car seat... he just smiled and said be careful
