As everyone has said I see no issue if it wasn't overloaded.

Huh? Everyone did not say there was no issue. There is a clear issue in braking and not endangering other motorists in a panic stop.
I've never seen a trailer with brakes on one axle but not the other. Maybe because in Pennsylvania any trailer over 2999 lbs has to have brakes on all wheels, but I always thought that all trailers had brakes all the way around....
If it’s not overloaded is the key words. Otherwise it’s going to brake and handle fine.
That's odd to me. I have heard of people buying used trailers from Ohio where I hear you can have 1 brake axle on a tandem and finding out that it can not pass the annual Pa. State inspection. Every trailer I've owned in 30 years has had brakes on all wheels.My 7k trailer has brakes on one of the two axles.
