I have a simple answer for that; the law also states "Keep right except to pass." It's also against the law in many states to speed up if somebody's trying to pass you, but that would be a tough one to enforce.If you talk about left lane hogs they'll come out of the woodwork telling you why they're right to drive there because they are driving the speed limit
That's the problem... people treat it as a "Set it and forget it" control. While that may work on flat ground you have to pay attention to maintain your speed on hills.

Ultimately, the law I pay attention to is that of physics; "Two solid objects can't occupy the same space at the same time."

That works for you, which is fine. But I can pay attention and use cruise control. I find it nice on longer drives, especially on wide-open interstates when you are doing hundreds of miles in a day.
If I must do "hundreds of miles in a day", I am riding in a sleek aluminum tube, if at all possible.
