What a strange problem! I thought dealing with wetlands in Florida was bad. The only thing I learned is that things are protected from individuals not big business with deep pockets. I was given the run around when trying to put a 100 foot road alongside wetlands, then I watch a builder clear 50 acres of wetlands. He just paid for the permit! Big price!
Overall, nothing is really protected. The term was created by the government to generate revenue.
I too don't believe asking the government since it could be inviting trouble. Red tape, paperwork, legal fees, and permitting costs. All to find out there was never a problem in the first place, but you spent 5K to make sure!
I like the idea of calling the univeristy since it provides education and little or no cost to the owner. Sometimes, you can ask one of the local professors for a professional opinion, and at least be a little more informed.
