Should there be a filter here?

I have a Case 580B backhoe/front end loader. The manual I have says there should be a filter in front of the radiator. Another post I read online mentioned it being under the transmission after dropping the pan on older Case backhoes/fel. Mine is "older". There are two other filters I know of, so is there supposed to be one in front of the radiator, or is it possible someone removed it and bypassed it.
