Simplicity 6211

I have a simplicity 6211 that won't shift into any gear its the same as a Allis Chalmers T-B11. Is there a way to adjust the clutch on this so it will shift smoothly? Also it does not appear to have any brakes? It only stops when you force it out of gear??

I just realized its in the wrong spot. Mods I apologize I just found the simplicity section. Can this be deleted or moved?
