What some people do is drive in a high capacity, galvanized anchoring and piering system. It's sorta like a huge sand auger. It's drilled in with a skid steer attachment and you go from there.

They also use them for soil stabilization, land slides utility poles, foundations etc.

You might go with the floating option and use these to hold the dock in place. Blocks of styrofoam 24"x48"x98" go for around $200.00 ea.

they do make floating dock strainers for fire dept's take a look at that it will float about 1 ft below surface to keep alge and scum out of strainer

or a dry hydrant system it has a fixed strainer in water source

The only thing on this link is they use 90 deg fittings its better to use just 2 45 deg fittings it helps friction loss a 6" system can flow about 1500 gpm with out much problem.
