A cultipacker and chain harrow require very little horsepower. Your 45HP will pull about anything you want. As far as a seed drill goes I think the cost will more determine the size you buy.

I am thinking an 8x8 chain harrow and a 7-8 foot wide used cultipacker.

On the seed drill looks like its possible to find a decent used 10-12 foot Brillion for not crazy money. 45HP would pull and operate that size?
