I was thinking about putting a land leveler on my front end loader since it's so much quicker to to this than to mess with the three point. Any reason a tractor wouldn't perform as well as a skid steer with one of these on it?

Is there any advantage to a 3pt mount tractor unit?

The video shows a leveler with hydraulic scarifiers on it and the one in your pic doesn't appear to have hydraulics. Can't tell if the pictured one has scarifiers or not. Were you going to use your JD 1026r for the unit? I guess it would depend a lot on your soil type, if your soil has a lot of clay or is hard packed I think you would have a tough time with traction. Skid steers have more robust loaders and loader arms and the SS in the video was tracked. I think you might be better off (certainly cheaper) with a home made drag or even a Rachet Rake to see how your tractor performs the task before forking over the dollars for that unit.

I was going to build one like in the picture. No scarifiers. This would be for use on topsoil or sort of loose dirt. Kinda like a cheese grater for high spots.
