We had some older Terrain King mowers at work that used to double up the blades on startup and get stuck just like that, but they were hooked to a stump jumper though. The only way we could get them to go reliably was to engauge the pto a couple hundred rpms over idle. .. then everything seemed to work just fine. Between that and the cheep gearboxes I was happy to see them go.:)

This is first one I have seen without a round disc, stump jumper.
If that was mine, First I would try and retrun it for a model that had a stump jumper on it. If that couldn't be done, I would get a piece of thick walled tubing ID dimension to fit over the taper of the upper plate where gear box shaft bolts on, cut length to fit between the 2 plates and sandwich it in there. The blades would contact the tubing before sliding in between the 2 plates.
