Definitely oil in it. I let it idle for 5-10 minutes while wiggling all of the controls and nothing happened. I turned the mower shaft output on and all the hydraulics started working. However still have the issue of the bucket not raising. With the new cylinder it will always raise to it's max, but once the bucket is slightly loaded it really struggles. Also I noticed the three point hitch won't lower using the controls. I adjusted the rate and was apply to push it down by hand. It would raise using the controls.
I disconnected many of the hoses to the control box and there were no blockages or anything that was obviously wrong. I did notice that the roll function is now struggling sometimes....I did rotate the most suspect quick connect pair to that control so maybe there is something not so obvious wrong with the quick connect. Also the threaded adapter coming out of the control box with which the male end of the quick connect attaches too seems like the threads might be stripped as the male end of the quick connect seemed like it kept spinning instead of grabbing. I was careful not to apply too much torque given my suction filter calamity.
The supply/return hoses to the control box jumps quite a bit when I try to lift the bucket. It is the hose farthest to the left of the controls that comes out the face like all of the ones with quick connect fittings. This one does not have a swivel fitting on either end though which is strange and has a few adapters on it. I am not sure if that is stock or not. My best guess is: male threads from the control box, a brass (?) threaded coupling, two more adapter/couplings, then the hose.
