Check every inch of the bucket hose as wdchyd suggested, it could be pinched when the boom is fully extended. If the bucket works when folded, then the logical conclusion is, a pinched hose.
If it is a mechanical problem, I would think the hyd cyl would either bend or break something, or cause the relief to sound off.
