I am looking to replace the 2 stroke engine my 70s arctic cat with another horz. shaft engine, I have 5, 3, 6,10 HP engines al will fit in the cowl was wondering if anybody knew how much horsepower a 399 cc engine would be?

Those 70s engines would have about 20-25 horsepower. They also would turn around 5-6000 rpms. Clutch needs that kind of rpms to work.

I can't say exactly what HP your 399 was pushing, but I'm afraid you'll be disappointed with any of the above choices.
Depending on the engine manufacturer (Cats were running the spectrum then; Hirth, JLO, Sachs, Kawasaki...) if memory serves me these were rated anywheres from 40-60 HP.
You'd be better off looking for a similar engine, as even a minor HP swap requires a change in gearing if you want to maximise your performance.
A trip to Al's up in Burlington VT might be worthwhile.

P.S; My first sled was a '66 Arctic Cat, powered by an 8HP Kohler 4-stroke; I was 7, and it pulled our entire family of 8 that year. My current is my father's old '73 Panther 400. My friend tells me "I'd rather do 100mph on a new sled, than 20 on that thing." But 20 FEELS like 100 on that old girl.

Sorry, I was mixing my metaphors. He was referring to the 400 Panther... not sure how the 8 Horse would do.
