Why would starting the engine affect the heater? Assuming you unplug it shortly afterward, it would take quite a while for the jacket to warm to anything like the heater temp.

If an air pocket stops at the heating element (before the thermostat opens) the dry element will burn out. One brand of tank heater I used had that (never start while heater is plugged in) in the directions. Can't remember which brand as I've used several. The elements are designed to operate wet.
