I'm thinking my first attempt will be to mow very short, add some sand, float the FEL over it, then drag with wood pallets loaded with cinder blocks. I'm not too concerned about the "lawn" look, just want a smoother ride.

Backdragging the heel of your bucket can do a lot to remove high spots or ridges. Same technique can be used to level bucketfulls of top dressing for low spots. A box blade is quite effective for larger areas and more affordable than power rakes. If you want to smooth out the ridges between passes and perhaps mix in some grass seed an old bed spring dragged by a chain works pretty well.
