Tell your neighbor to open their own driveway if the 1/2" of snow left on it doesn't suit them.

This.

What about trying a smaller set of wheels? You would only have to remove the axle on each wheel and insert into the smaller wheel set. Use spacers if the hub is thinner than the current wheel set.

Or better yet, sandwich the original skids behind your bracket at the desired height, & just remove the wheels for his driveway. Maybe drill the axle for a pin to replace the nut to make it even easier.

This reminds me of a story. I live on a gravel road that is maintained by the the homeowners. If the conditions are right we can get 3 and 4 foot snow drifts across the road. One of the homeowners would plow the road with no compensation. At one of the homeowners meetings someone complained about the gravel that would end up in the grassy area alongside the road and demanded something be done about. The real kicker is that the road is about 50 feet wide but the gravel portion is only about 15 feet wide. So the gravel wasn't even in on the complainers property. I just had to shake my head in disgust. I don't understand how people can be so ungrateful.

Just cut some thickness shims with the 4 hole pattern (out of wood will do) and loose the two inside nuts. Make sure you keep the 4 self locking nuts for the final attach and you're all set.

I tip my blower back on the skids early in the season to avoid picking up stones. It's pretty easybto make fine adjustments this way. I just shorten the top link to do this. Your wheel position would lend it's self to tilt adjustment also. Can you maybe set the mount up so that you can change the tilt angle and lock it with a hitch pin?

That's pretty slick.

I've thought about doing something similar to my blower so it would work on the gravel driveway a little bit better.
