Never had it happen to me. I always grab the handle first and would notice that. Many around my area have the locks removed. Seems most of the setups won't run unless the boot that goes around the fill neck is pushed down. Many times I've been pumping and boot has unseated some making the pump stop like when having a full tank. Come to think of it, some older diesel pumps do not have the fume recapture boot.

What I like even better is when they switch hoses with next one. Flip selector and squeeze trigger and nothing happens.

Gascap in the handle holds it on so that I can wash the windshield while the tank fills...

Not only are the locks illegal here, there are signs warning that jamming the trigger with something (as I used to do) is also illegal.
