It was originally a walk behind two wheel tractor, now it has a pull behind trailer and a seat to ride on. I suspect also that the hydraulics are for the dump bed

That is exactly what I thought. They do similar this with 2 wheel tractors in Europe. 2 wheel tractors are very common in other countries.
