Yeah the cheapest car haulers here are 2200$ and pretty rough. A gator or kaufman is in the 4000$ range.
Prices you pay are crazy. I can get you a new 16' Car hauler, used tires, 5' slide under ramps, and brakes on one axle for $1,180.00 That is here though, not NS.

For $250 you can upgrade to new tires all around.

We need a "You Suck" icon here. Thats an amazing price. I cant believe they sell a new trailer with used tires though?

Egon, which shop? Might be worth investigating.

Just thought of something,

What bout buying a single brake axle to go with my unbraked axle? Is that legal? I cant seem to find anything on the Govt website.

That would only be a $400 + expense, Much more doable...

Not sure of rules in NS, but check the ON Miska site. Their 5 ton tandem lowboy comes with single axle electric brake standard. 7 Ton has dual axle brakes standard.

Looking at the miska site, it appears i can get away with one axle, with the obvious reduced braking efficiency,

I also found this in the NS inspection Regs:

"No trailer with a gross weight
(load and vehicle) in excess of
4,000 lbs. or 1,800 kg shall be
operated on any highway unless
such trailer is equipped with
adequate brakes controlled by the
operator of the towing vehicle."

Doesnt give specifics as to whats required... just "brakes". This is in the under 4500Kg class.
