Joe, if we're talking about the same spring (99810 in below diagram) that allows the governor to move the throttle linkage to the carburetor without moving the hand lever below the steering wheel.
My earlier post is germain to your original problem with the throttle lever not staying put.

the bellcrank area?
do you guys have a manual? or even have the machine!!!!
use your eyes to follow the throttle linkage from the hand throttle to the top of the bellhousing .. you will find the bellcrank there with the spring and nut.
