Backhoe Stabilizer restricter on 758C backhoe

Does anyone know why there is a reducer/restricter on the end of the hydraulic hose before it attatches to the stabilizer cylinder? (It also appears they are on the swing cylinders also.) Do these reduce the speed or do they also reduce the power of the cylinders? Thanks for your thoughts/input, Bill C

restrictors reduce flow (speed), not pressure (force, based on cyl size).
